On the opening of a competition of training for the recruitment of thirty (30) éléves Main Instructors of Youth and Animation (IPJA) and forty-five (45) éléves instructors of youth and of animation (IJA) National Center for Youth and Sports (CENAJES) of Kribi, under the academic year 2016/2017. 

The Minister of the Public Service and Administrative Reform.
In view of the Constitution. Given the decree n°75/ 789 of 18 December 1975 on the particular status of officials of the Youth and Sports. Given the Decree No. 84/050 of 27 February 1984 on the Status of National Centers for Youth and Sports (CENAJES). Given the Decree No. 94/199 of 7 October 1994 concerning the general status of the Public Service of the State, as amended and supplemented by Decree No. 2000/287 of 12 October 2000. Given the Decree No. 2011/408 of 09 December 2011 on organization of the Government. Given the Decree No. 2011/410 of 09 December 2011 on formation of the Government. Given the Decree No. 2012/ 537 of 19 November 2012 on the organization of the Department of the Public Service and Administrative Reform. Given the Decree No. 2000/696/PM of 13 September 2000 laying down the general regime of administrative competitions.
Article 1: 
  1. A competition of training for the recruitment of thirty (30) students Main Instructors of Youth and AnimationIPJA () and thirty (30) students instructors of youth and of Animation (IJA) in the National Center of the Youth and Sports (CENAJES) of Kribi is open in the centers of Bamenda, Bafoussam, Douala, Garoua and Yaoundé, under the academic year 2016/2017.
  2. The said competition will take place on 27 and 28 September 2016for the physical tests and the 01 and 02 October 2016 for the written tests. Concourcameroon

Article 2: 
CONDITIONS â fill to make an act of candidacy.
A)- General Conditions:
Can make an act of nomination, the Cameroonians of two sexes fulfilling the following conditions: concourcameroon
  1. Meet the general requirements for access to public sector jobs, such as laid down by the General Status of the Public Service of the State. Concourcameroon concourcameroon
  2. Be able to assume the work of instructors of youth and animation.
  3. Be age of seventeen (17) years at least and thirty one (31) years at most to 1 January 2016 (to be born between 01/01/1985 and 01/01/1999) for external candidates, and forty (4o) years at most to 1 January 2016 (to be born between 01/01/1976 and 01/01/1999) for internal candidates.
B)- Specific conditions:
1- for the admission to the cycle of main instructors of youth and ‘Animation (IPJA).
  • For external candidates, be the holder of either the Bachelor of Secondary Education (all Series combined) of either the General Certificate of Education Advanced Level (EAP-A/ The) obtained in two contents at least, apart from the material ” religious knowledge “, or of any diploma recognized equivalent.
  • For internal candidates, being an instructor of Youth and Animation (IJA), justify a seniority of three (03) years at least in this grade in the 1 AR January 2016, or be an employee of the administrations of the Armed Forces and the police or the prison administration fulfilling the same specific conditions required to external candidates, and justify a seniority of three (03) years at least in this grade in the 1 January 2016.
2- for the admission to the cycle of the instructors of youth and ‘Animation (IJA).
  • For external candidates, be the holder of either the Probation of Secondary Education (all Series combined), either at the time of the General Certificate of Education Ordinary Level (EAP-O/L) obtained by the four materials apart from the matter ” religious knowledge ” concourcameroon, and the General Certificate of Education Advanced Level (EAP-A/L) obtained in a matter at least, apart from the material religious knowledge “, or of any diploma recognized equivalent.
  • For internal candidates, BE Instructeur-Adjoint of youth and Animation(IAJA), justify a seniority of three (03) years at least in this grade in the January 1, 2016, or be an employee of the administrations of the Armed Forces and the police or the prison administration fulfilling the same specific conditions required to external candidates, and justify a annciennete of three (03) years at least in this grade in the 1 January 2016.
Article 3: 
COMPOSITION OF THE Candidature Files.
The candidature files that will be received complete and against receipt to the Department of the Public Service and Administrative Reform, the direction of the Development of Human Resources of the State, service of direct competition and award (4th floor, doors 405 and 409) or in the regional delegations of the same department, service of recruitment and training up to the Friday 02 September 2016, period of rigor, must understand the following parts: concourcameroon
For external candidates:
  1. A registration card stamped at one thousand (1 000) CFA francs, including print is available in the services of the Department of the Public Service and Administrative Reform or in the regional delegations of the same department and downloadable on the Internet site:minfopra.gov.cm
  2. A certified copy of the birth certificate signed by a competent civil authority.
  3. An extract from the “judicial record, Bulletin No. 3.
  4. A certified copy of the diploma required, signed by a competent civil authority.
  5. An attestation of submission of the original of the diploma required, signed by a competent civil authority.
  6. A medical certificate issued by a doctor of the public sector.
  7. A fact sheet duly legalized by a competent civil authority.
  8. A receipt for the payment of the sum of fifteen thousand (15000) CFA francs issued by the Chief of Service of direct competition and exchange or by the Head of Service of recruitment and training in the regional delegations of the Department of the Public Service and Administrative Reform
  9. Two (02) Photos 4X4.
  10. A stamped envelope to five hundred (500) CFA francs to the address of the candidate.
For internal candidates:
  1. A registration card stamped at one thousand (1 000) CFA francs including print is available in the services of the Department of the Public Service and Administrative Reform or in the regional delegations of the same department and downloadable on the Internet site: minfopra.gov.cm
  2. A copy of the Act of integration or reclassification.
  3. A receipt for the payment of the sum of twenty thousand (20,000) CFA francs issued by the Chief of Service of direct competition and exchange or by the Head of Service of recruitment and training in the regional delegations.
  4. An authorization to compete issued to the correct date by the Minister for the Public Service and 1A Administrative Reform, after prior notice of the Minister User
  5. A stamped envelope to five hundred (500) CFA francs to the address of the candidate.
N.B
  • The candidates agents of the State under the Labor Code and fulfilling the conditions laid down in Article 2 must provide a copy of the labor contract or commitment decision.
  • The candidates IJA holders of CGE-O/ The and GCE-A/ The need to produce certified copies and certificates of presentation of the originals of those diplomas duly signed by a civil authority Competent.
  • Any incomplete file, delayed or whose parts are signed in a police station will not be accepted.
  • The parts legalized by an administrative authority, municipal or judicial proceedings should be dated of less than three (03) months from the date of the deposit of the Folders
Article 4:

  1. A. The places of conduct of physical tests will be indicated by channels of news radio and display.

Article 5:
PUBLICATION OF THE RESULTS OF THE COMPETITION.
  1. The results of this competition will be published by order of the Minister of the Public Service and Administrative Reform.
  2. A)in the case of absence of the nominations of the Armed Forces, the police and the Prison Administration, the number of seats reserved to the latter should be assigned to internal candidates civilians. (b) In the case of absence of internal candidates or quota not reached, the number of seats reserved for the latter will have to be allocated to external candidates.
  3. The winners enrolled in quality of internal candidates are admitted to the first year of their cycle of study.
Article 6:
This Order will be registered and published everywhere need will be.
